Professional History & Experience

She has a long, proven history of public service beginning with her tour in the United States Air Force from 1994 to 1997. She made the difficult decision to leave the military and create a stable home environment for her children. Her family’s active duty lifestyle continued until 2005 when she moved back to Ohio with her children. Melissa is the proud wife of Retired Navy Petty Chief Officer James Carter and mother to four beautiful children.

Most recently she co-chaired the successful 2013-operating levy for the Licking Heights School district ensuring our children continued to have adequate staffing, programs and school services. Since that time she has continued to volunteer her services to the Licking Heights School District on Anti-Bully initiatives. Melissa has worked hard to ensure there is an open line of communication between the school district and the City of Pataskala believing strong schools are a key to building strong cities.

Professional Duties & Direction

Melissa strongly believes core city services such as police, streets and utilities in addition to a solid parks and recreation programs is key to successful development of a community. She has a strong working relationship with the Pataskala Police Department, City Administration and the Licking Heights Local schools. She values transparency, accountability and good stewardship as a part of council and city activities to improve the City of Pataskala.

Melissa has lived in the City of Pataskala since 2006 when she moved to Ohio to be close to her family. She worked at State Farm Automobile Insurance Company until 2014 as an Injury Claim Adjuster. In addition to representing her neighbors on City Council she currently works as a substitute teacher in the Licking Heights School District. Melissa holds a Bachelors Degree in Business Management.
