Background, Experience & Education

Todd is a fifth generation Ohioan whose ancestors are among the earliest settlers in the State.  He was born and grew up in Lake County, and moved as a teenager to Charlotte, North Carolina due to his father’s job transfer.  He graduated from Washington and Lee University in 1984 and was commissioned a Second Lieutenant in the Army.  After serving on active duty for 4 years, including 3 years in Germany, he returned home to Ohio and graduated from Capital University Law School in 1991.  In 1988, he became a member of the Ohio Army National Guard.  He retired as a Lieutenant Colonel in the JAG Corps in 2012.  He has practiced law in Central Ohio since 1991, focusing on criminal defense trial and appellate work.  He has operated his own law practice since 1994.

He’s has been an active member of the City since moving here in 2009.  He served on the Oaks Rate Equalization Board in 2010 and on the Personnel Board of Review from 2012 to 2013.  He was also a board member of the Jefferson Meadow Condominium Association from 2012 to 2013.  He is a member of Jersey Baptist Church.

Todd first elected to Council in 2013 as an at-large member.  He was re-elected to that position in 2017.  In November of 2019, he was elected to the Ward 3 seat.  His current term expires on December 31, 2023.

Personal Endeavors & Skills

Todd’s an active trial attorney who is more likely to be found in a local courthouse than in his office.  As a small business owner for over 25 years, he understands that city government must be business friendly.  He opposes needless regulations and requirements.  He is in favor of responsible and prudent growth and development for Pataskala and has a strong record of opposing residential development that crowds new residents onto tiny lots and overwhelms our schools.  He has consistently challenged the schemes of big developers that want to radically change our town.
